This outfit was originally produced for Penny Bright, an American doll released in 1963 by Deluxe Reading Corporation. TAKARA purchased the rights to these clothes and sold them with the First Licca-chan, which debuted in 1967. The Test ga Sunde outfit is considered a common costume, but there are subtle differences: outfits for First Licca-chan have one flower embroidery, while those for Penny Bright have two. Some have tags, and some do not. TAKARA appears to have purchased a considerable number of these costumes, using them as prizes, for displays in Mom's Sewing Shop, and more.

Additionally, outfits with no flower embroidery have been confirmed. The details of their production remain a mystery, but they are considered rare in that sense. Variations include differences in the angle and pitch of decorative stitching, with the following six types identified:
